Every member of the community is responsible for knowing, understanding, and adhering to the rules put in place. Your story begins with respect.

Claiming you do not understand the rules or didn't know about a particular rule will not grant leniency for any rule break during deliberation. If you have questions, reach out to staff via a Discord ticket.
Please check this page regularly to stay up to date. Any modifications will be followed with an announcement via Discord or the Community Forums.
These rules are an overview of our expectations for all players. Should staff find a certain behaviour or action to be disruptive to other players or stories, staff will ask you to stop — even if it is not explicitly written here.
Side Note: If you leave the Discord/forums regardless of reason, you will need to get re-whitelisted for any whitelisted positions held within the community.
THE STORY
Where shadows hold secrets and every corner has a price

Phase City wasn't built — it was forged. In the aftermath of San Andreas' economic collapse, a consortium of power brokers, underground kingpins, and visionary politicians carved out a new jurisdiction from the bones of Los Santos. They called it Phase City — a place where reinvention wasn't just possible, it was required. The old rules didn't apply here. The city operated under its own charter, its own law enforcement, its own economy. What emerged was something between a utopia and a powder keg: a city where anyone could become anything, if they had the nerve to survive the climb.
Phase City runs on three pillars: Order, Commerce, and Shadow. Law enforcement maintains a tenuous grip on order — enforcing laws that bend but rarely break. Commerce flows through legitimate businesses, from mechanic shops to the towers where fortunes are made and lost daily. And then there's the Shadow — the unspoken third pillar. Drug operations, weapons trafficking, underground racing circuits, and heist crews that operate with surgical precision. The city needs all three pillars to stand. Remove one, and everything collapses.
Downtown Phase City pulses with neon and ambition — skyscrapers housing corporate empires and penthouse dealings. South Side is where the streets talk and loyalty is currency. Vinewood Hills is where old money watches the chaos below through tinted glass. Sandy Shores remains lawless in spirit — a frontier where jurisdiction thins and the desert keeps its own counsel. Paleto Bay up north is quiet, almost too quiet — the kind of place where people go to disappear. Every district has its own rhythm, its own rules, its own legends being written every day.
You arrive in Phase City with nothing but a name and a choice. Will you put on the badge and hold the thin blue line? Will you build a business empire, navigating politics and protection rackets? Will you descend into the underworld, building a crew that becomes legend? Or will you walk the razor's edge between all worlds, playing every side until you own the board? In Phase City, your story isn't written for you. Every alliance, every betrayal, every bullet and every handshake shapes the living narrative. The moon rises over Phase City tonight. What happens next is up to you.

Our tiered system ensures fair and transparent moderation. Points accumulate and carry real consequences.

BEST PRACTICES
Not rules — but the wisdom that separates good roleplay from legendary roleplay.
Build a character with depth — backstory, motivations, flaws, and goals. Avoid stereotypes and one-dimensional archetypes. Consider their voice, mannerisms, and how they react under pressure. Your character should feel like a real person dropped into an extraordinary city.
Approach others with purpose. Use /me commands and emotes to bring scenes to life. Read the room — if someone is mid-scenario, find a natural way to join or observe. Quality interactions create the stories everyone remembers.
Conflict drives great storytelling, but it must be earned. Build tension through dialogue, threats, and escalation before resorting to violence. If you lose a fight or get arrested, roll with it — some of the best RP comes from consequences.
EMS and police are players too. Give them quality scenarios. If you're downed, stay in character and roleplay injuries. If arrested, engage with the booking process. These interactions are content for everyone involved.
Progression takes time. Build relationships, earn trust, climb organically. The best crime bosses started as corner runners. The best chiefs started as cadets. Let your story unfold naturally and the city will reward you.
