A premium FiveM roleplay experience built on trust, creativity, and community. Our custom-built systems create a living, breathing world where your choices matter.

Claiming you do not understand the rules or didn't know about a particular rule will not grant leniency for any rule break during deliberation. If you have questions, reach out to staff via a Discord ticket.

Please check this page regularly to stay up to date. Any modifications will be followed with an announcement via Discord or the Community Forums.

These rules are an overview of our expectations for all players. Should staff find a certain behaviour or action to be disruptive to other players or stories, staff will ask you to stop — even if it is not explicitly written here.

Side Note: If you leave the Discord/forums regardless of reason, you will need to get re-whitelisted for any whitelisted positions held within the community.

CHAPTER 01

The Founding

Phase City wasn't built — it was forged. In the aftermath of San Andreas' economic collapse, a consortium of power brokers, underground kingpins, and visionary politicians carved out a new jurisdiction from the bones of Los Santos. They called it Phase City — a place where reinvention wasn't just possible, it was required. The old rules didn't apply here. The city operated under its own charter, its own law enforcement, its own economy. What emerged was something between a utopia and a powder keg: a city where anyone could become anything, if they had the nerve to survive the climb.

CHAPTER 02

The Three Pillars

Phase City runs on three pillars: Order, Commerce, and Shadow. Law enforcement maintains a tenuous grip on order — enforcing laws that bend but rarely break. Commerce flows through legitimate businesses, from mechanic shops to the towers where fortunes are made and lost daily. And then there's the Shadow — the unspoken third pillar. Drug operations, weapons trafficking, underground racing circuits, and heist crews that operate with surgical precision. The city needs all three pillars to stand. Remove one, and everything collapses.

The Districts

Downtown Phase City pulses with neon and ambition — skyscrapers housing corporate empires and penthouse dealings. South Side is where the streets talk and loyalty is currency. Vinewood Hills is where old money watches the chaos below through tinted glass. Sandy Shores remains lawless in spirit — a frontier where jurisdiction thins and the desert keeps its own counsel. Paleto Bay up north is quiet, almost too quiet — the kind of place where people go to disappear. Every district has its own rhythm, its own rules, its own legends being written every day.

CHAPTER 04

Your Chapter Begins

You arrive in Phase City with nothing but a name and a choice. Will you put on the badge and hold the thin blue line? Will you build a business empire, navigating politics and protection rackets? Will you descend into the underworld, building a crew that becomes legend? Or will you walk the razor's edge between all worlds, playing every side until you own the board? In Phase City, your story isn't written for you. Every alliance, every betrayal, every bullet and every handshake shapes the living narrative. The moon rises over Phase City tonight. What happens next is up to you.

Age Restriction
1.1
Phase City is an 18+ community. To avoid potential legal and moral issues surrounding sensitive/mature themes often portrayed in roleplay, you must be 18 or older to participate.
1.2
If you are under 18, please engage with the community in other ways like watching streams until you come of age.
Microphone Quality
1.3
Voice changers are permitted if realistic and decent quality. When masking identity during crime, your character must wear a mask for the voice changer to be viable.
1.4
Playing music is permitted but be responsible. Ensure all parties are okay with copyrighted music to accommodate streamers. IC events playing copyrighted music should warn before entrance.

All players must run GTA 5 on at least minimum settings. Insufficient specs causing crashes, lag, or desync that affects other players may result in de-whitelisting until resolved.

Community Disrespect
2.1
Respect is vital. Sexism, racism, homophobia, transphobia (including deliberate misgendering), and harassment of any kind are strictly forbidden in and out of character.
2.2
Firestarting — speaking poorly of players/staff, antagonising members to elicit responses, or heated arguments in public forums will not be tolerated. Handle disputes privately or via staff tickets.
2.3
We encourage members to resolve issues among themselves civilly. If conflict arises, contact staff and discuss respectfully.
2.4
Be respectful in Twitch chats — it reflects on the community. Streamers: manage your chat to ensure disrespectful comments cease.
2.5
If you witness severe rule breaks (hacking, hateful conduct, harassment), contact staff immediately through Discord tickets or /help in-game.

If you believe someone broke a rule: remain in character, continue RP as best you can, collect evidence, and submit a Discord ticket afterwards.

Sensitive Topics
2.6
Pregnancy RP: Not allowed under any circumstances.
2.7
Suicide RP: Permitted with extreme care. Do not conduct for public spectacle. Anyone including LEO/EMS may opt out if uncomfortable.
2.8
Torture RP: Requires consent via /ooc in the in-game chat. Continuing without consent is powergaming.
2.9
Sexual Assault: Strictly prohibited — any mention, threat, or action. Characters may have it in backstory but it cannot be referenced in or out of server.
2.10
Bestiality: Permanent ban. No appeal.
Exploiting / Cheating
2.11
Zero tolerance. Report exploits and bugs immediately. Hacking, exploiting, DDoSing, view-botting, or follow-botting results in permanent removal.
2.12
Combat Logging: Logging off or respawning during an active situation without /ooc agreement. After committing a crime, wait 10 minutes before logging off.

Breaking Character
3.1
/OOC chat is only for quick technical questions or advising of technical issues. Do not hold conversations in it.
3.2
Do not use /me, /act, /write, or /sign to communicate OOC information.
Metagaming
3.3
Using OOC knowledge IC, relaying info through external platforms, or watching someone's stream while in-server is metagaming.
3.4
You cannot be in a Discord voice channel or Twitch stream while in-server.
3.5
Discussing tickets/reports in-character is forbidden. All information must be obtained through organic roleplay.
3.6
Your characters cannot know each other. You cannot RP family/friends of your own characters, or have two characters in the same gang. None of your characters' backstories can be intertwined.
Harassment & Hateful Conduct
3.7
Unwanted and continuous catcalling, touching, or sexual advances constitute sexual harassment — especially when told to stop.
3.8
Hateful conduct promoting discrimination based on race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, age, disability, or medical condition is strictly prohibited. Grounds for permanent removal with zero chance to appeal.

Corrupt Actions & Unrealistic Behavior
4.1
Do not act as a corrupt law enforcement officer or government official — no aiding criminals through your position, providing special treatment, ignoring crime, or failing to enforce laws.
4.2
Do not force someone to withdraw money or items from secure containers you cannot access.
4.3
Avoid initiating any bank/store robbery or heist 30 minutes before or after scheduled server restarts.
4.4
Do not inject yourself into an ongoing situation to steal from parties involved.
4.5
Instantly repairing your vehicle at LS Customs or Benny's during a police pursuit is prohibited. Repair kits are allowed.
4.6
Do not play music through your microphone when it doesn't make sense contextually.
4.7
Do not randomly or repetitively rob players without RP reason, especially while they are AFK or idling.
4.8
Do not shoot a complying hostage unless police refuse reasonable demands.
4.9
Do not toggle your hood or trunk while inside the vehicle to avoid being shot.
4.10
Character names must be unique, realistic, and appropriate. No sexual innuendos, troll names, or references to famous/political/religious figures.
4.11
Provide good interaction while arresting, detaining, or restraining players. Keep them engaged by talking to them.
4.12
Do not commit felonious crimes inside police stations or the courthouse. These areas would realistically have high police presence.
4.13
Do not take active on-duty paramedics/doctors hostage and kidnap them inside or directly outside hospitals. Holding them hostage at the location is fine — do not remove them from the premises.
4.14
Do not interfere in or spectate robberies. If someone is doing a heist, you cannot enter the building or hang out across the street watching. This is considered NVL.
Medical RP
4.15
Injuries must be portrayed as realistically and seriously as possible. Roleplay side effects — temporary or permanent. Ignoring injuries is considered Fail Medical RP, Powergaming, and Fail RP.
Decorations & Plants
4.16
Do not use, move, or manipulate decorations/plants unrealistically — e.g. placing obstacles during a car chase or while running from police.
4.17
Avoid excessive planting/decorating — no plants throughout neighborhoods or outside businesses/government buildings.
Not Valuing Life (NVL)
4.18
Value your character's life and behave with self-preservation in mind.
4.19
If held at gunpoint, comply with demands. Do not use the knowledge that your character cannot die to refuse engagement.
Vehicles
4.20
Do not drive vehicles into hospitals, police stations, or government buildings.
4.21
Do not stash a vehicle within an active heist building (store, bank, jewelry store, etc.).
Powergaming
4.22
Avoid manipulating situations or game mechanics to dictate outcomes. Keep actions open-ended to allow others to respond.
4.23
Holding someone at gunpoint and forcing them to empty their account at an ATM is powergaming.
4.24
Transferring assets between your own characters is prohibited. Use a Final Will and Testament (notarized with DOJ and a Lawyer) to transfer items after a character's perma-death. Transferred assets cannot return to the original owner on another character.
4.25
Gratuitous violence leaving no avenue other than death is powergaming. Once dead, a character may not return to life.
4.26
Using perma-death to subvert IC consequences is subject to warning points at staff discretion.

Random Death Match (RDM)
5.1
To harm or attempt to down a player, you must initiate verbally and make sure you have been heard.
5.2
Using a vehicle as a weapon is not permitted unless there is a logical reason to do so.
5.3
Drive-bys are permissible if all initiation requirements are met: the vehicle must come to a complete halt, words exchanged and acknowledged before shooting. You may not shoot until you confirm you were heard.
Gunplay Over Roleplay
5.4
Resorting to firearms in lieu of potential story-building conflict is discouraged. Many scenarios can be resolved or expanded through words, arguments, reactions, and natural progression.
5.5
This does not mean guns/shootouts are against the rules — we encourage exploration and creative thinking before pulling the trigger.

Criminal Player Limits
6.1
Criminal activity group size: max 4 players. You may have 1 additional spotter with no intention of intervening beyond communication.
6.2
Coordinating robberies with other groups counts toward the 4-man rule.
6.3
In marked gang territories (whitelisted gangs only), the defensive party may have up to 6 individuals with no additional spotters. Offensive parties follow the rule of 4 unless both gangs agree to 6 during a declared war.

Hostages
6.4
Do not make job calls to abduct someone for a robbery. Fake or hired hostages are permitted but count toward the criminal player limit. A hostage counts toward the overall limit, not as a spotter.
6.5
A fake hostage can be used, but if police have reasonable doubt it will not guarantee safe passage.

To progress to a higher tier, maintain the active member count for 3 weeks (staff discretion). Losing numbers may result in a downgrade. Violating this rule = immediate gang whitelist removal.
Gang Leadership
6.7
If a gang leader permas, is removed, or banned: remaining leadership has 14 days to choose a new leader. Failure results in gang whitelist removal.
Gang Wars
6.8
You must declare a formal war — both gang leaders must agree. Other gangs may assist, but this doesn't mean 6+6 vs 4.
6.9
If conflict is happening repeatedly without declaration, the attacking party must officially declare war. Failure may result in harassment/Fail RP breaks and gang whitelist removal.

Player Reports

Tagging: Only respond if tagged or mentioned by staff. Request tagging via ticket if necessary.
7.2
Reactions: Not allowed on reports — to avoid disrespect or incitement.
7.3
False Reports: Will be dismissed, and the reporter will receive warning points.
Salt Reports
7.4
Cool down before reporting to avoid emotional bias.
7.5
Hostile or spiteful reports are considered community disrespect.
7.6
Reopening reviewed situations or presenting evidence late is discouraged and may result in self-reporting warning points.
Prohibited Actions
7.7
Avoid references to major diseases, suicide, or real-world issues in a disrespectful manner.
7.8
Do not mock those with physical or mental disorders.
7.9
Do not engage in or simulate inappropriate acts.
7.10
Do not lie to Phase City staff members.
Public Displays of ERP
7.11
Roleplaying explicit sexual acts in a public setting is strictly forbidden. If your scenario includes explicit material, it must be conducted in a client-instanced home or remote location to avoid contact with other players.
7.12
ERP does not extend to strippers, escorts, prostitutes, etc. as long as no explicit sexual acts are played out in public settings (Vanilla Unicorn, Cockatoos, Legion Square, bars, or any high-traffic location).

Not rules — but the wisdom that separates good roleplay from legendary roleplay.

Creating Your Character

Build a character with depth — backstory, motivations, flaws, and goals. Avoid stereotypes and one-dimensional archetypes. Consider their voice, mannerisms, and how they react under pressure. Your character should feel like a real person dropped into an extraordinary city.

Initiating Roleplay

Approach others with purpose. Use /me commands and emotes to bring scenes to life. Read the room — if someone is mid-scenario, find a natural way to join or observe. Quality interactions create the stories everyone remembers.

Handling Conflict

Conflict drives great storytelling, but it must be earned. Build tension through dialogue, threats, and escalation before resorting to violence. If you lose a fight or get arrested, roll with it — some of the best RP comes from consequences.

Working With Emergency Services

EMS and police are players too. Give them quality scenarios. If you're downed, stay in character and roleplay injuries. If arrested, engage with the booking process. These interactions are content for everyone involved.

Progression takes time. Build relationships, earn trust, climb organically. The best crime bosses started as corner runners. The best chiefs started as cadets. Let your story unfold naturally and the city will reward you.
