Enforcement System

Phase City uses a point-based warning system. Points accumulate across offences and fall off after 30 days. If new points are issued while existing points are active, the falloff period resets.

MOD 📊 Point System Details Key Rules
FALLOFF
Warning Points fall off after 30 days. If new points are issued while existing points are active, the falloff period resets — all points drop together on the new date.
DISCRETION
Points are issued on a case-by-case basis at staff discretion. Severity tiers: Light (0–5 pts) · Medium (6–14 pts) · Heavy (15–19 pts) · Critical (20+ pts).
10+ POINTS
Exceeding 10+ points triggers a probationary period preventing new whitelisted positions. Does not affect existing positions.
20+ POINTS
Exceeding 20+ points voids all held whitelisted positions. If appeal is accepted, positions must be re-applied for. No exceptions.
Section 1 & 2

Community standards, respect, conduct, sensitive topics, and anti-exploit rules. These apply both in-game and in all Phase City spaces including Discord.

1.1–1.5 👤 Age, Voice & Technical Light–Medium
1.1 — Age Requirement
Phase City is an 18+ community. You must be 18 or older to participate due to sensitive and mature themes.
1.2 — Under 18
If you are under 18, engage with the community in other ways — such as watching streams — until you come of age.
1.3 — Voice Changers
Voice changers are permitted if realistic and decent quality. When masking identity during crime, your character must wear a mask for the voice changer to be viable.
1.4 — Music
Playing music is permitted but be responsible. Ensure all parties are okay with copyrighted music to accommodate streamers. IC events playing copyrighted music should warn players before entrance.
1.5 — Minimum Specs
All players must run GTA 5 on at least minimum settings. Insufficient specs causing crashes, lag, or desync that affects other players may result in de-whitelisting until resolved.

2.1–2.5 🤝 Respect & Behaviour Medium
2.1 — Respect
Sexism, racism, homophobia, transphobia (including deliberate misgendering), and harassment of any kind are strictly forbidden in and out of character.
2.2 — Firestarting
Speaking poorly of players or staff, antagonising members, or engaging in heated arguments in public forums will not be tolerated. Handle disputes privately or via staff tickets.
2.3 — Dispute Resolution
Resolve issues civilly. If conflict arises, contact staff and discuss respectfully. Do not escalate publicly.
2.4 — Streams
Be respectful in Twitch chats — it reflects on the community. Streamers are expected to manage their chat to ensure disrespectful comments cease.
2.5 — Reporting
If you witness severe rule breaks (hacking, hateful conduct, harassment), contact staff via Discord tickets or /help in-game.
Remain in character, continue RP as best you can, collect evidence, and submit a ticket afterwards.
2.6–2.10 ⚠️ Sensitive Topics Heavy–Zero Tolerance
2.6 — Pregnancy RP
Pregnancy RP is not allowed under any circumstances.
2.7 — Suicide RP
Permitted with extreme care. Do not conduct it for public spectacle. Anyone — including LEO and EMS — may opt out if uncomfortable.
2.8 — Torture RP
Requires consent via /ooc in-game. Continuing without consent is powergaming.
2.9 — Sexual Assault
Strictly prohibited. Any mention, threat, or action. Characters may have it in their backstory but it cannot be referenced in or out of server.
2.10 — Zero Tolerance
Bestiality results in a permanent ban with no appeal.
2.11–2.12 🚫 Exploiting & Combat Logging Zero Tolerance
2.11 — Exploiting
Zero tolerance. Report exploits and bugs immediately. Hacking, exploiting, DDoSing, view-botting, or follow-botting results in permanent removal.
2.12 — Combat Logging
Defined as logging off or respawning during an active situation without /ooc agreement. After committing a crime, wait 10 minutes before logging off.
Section 3

Core roleplay standards including OOC communication, metagaming rules, and harassment conduct.

3.1–3.2 💬 Breaking Character (OOC) Light
3.1 — /ooc Usage
/ooc chat is only for quick technical questions or advising of technical issues. Do not hold conversations in it.
3.2 — IC Commands
Do not use /me, /act, /write, or /sign to communicate OOC information.
3.3–3.6 🧠 Metagaming Heavy
3.3 — Definition
Using OOC knowledge IC, relaying information through external platforms, or watching someone's stream while in-server is metagaming.
3.4 — External Platforms
You cannot be in a Discord voice channel or Twitch stream while in-server.
3.5 — Tickets IC
Discussing tickets or reports in-character is forbidden. All information must be obtained through organic roleplay.
3.6 — Alt Characters
Your characters cannot know each other. You cannot RP as family or friends of your own characters, or have two characters in the same gang. None of your characters' backstories can be intertwined.
3.7–3.8 🛑 Harassment & Hateful Conduct Zero Tolerance
3.7 — Sexual Harassment
Unwanted and continuous catcalling, touching, or sexual advances constitute sexual harassment — especially when told to stop.
3.8 — Hateful Conduct
Promoting discrimination based on race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, age, disability, or medical condition is strictly prohibited and grounds for permanent removal with zero chance to appeal.
Section 4–5

General roleplay rules covering conduct, medical RP, NLR, new life rule, and fail RP standards.

4.1–4.14 📋 General RP Rules Light–Medium
4.1
Do not act as a corrupt law enforcement officer or government official. This includes aiding criminals, providing special treatment, ignoring crime, or failing to enforce laws.
4.2
Do not force someone to withdraw money or items from secure containers you cannot access.
4.3
Avoid initiating any bank, store robbery, or heist 30 minutes before or after scheduled server restarts.
4.4
Do not inject yourself into an ongoing situation to steal from parties involved.
4.5
Instantly repairing your vehicle at LS Customs or Benny's during a police pursuit is prohibited. Repair kits are allowed.
4.6
Do not play music through your microphone when it doesn't make sense contextually.
4.7
Do not randomly or repetitively rob players without RP reason, especially while they are AFK or idling.
4.8
Do not shoot a complying hostage unless police refuse reasonable demands.
4.9
Do not toggle your hood or trunk while inside the vehicle to avoid being shot.
4.10
Character names must be unique, realistic, and appropriate. No sexual innuendos, troll names, or references to famous, political, or religious figures.
4.11
Provide good interaction while arresting, detaining, or restraining players. Keep them engaged through conversation.
4.12
Do not commit felonious crimes inside police stations or the courthouse.
4.13
Do not take active on-duty paramedics or doctors hostage and remove them from hospital premises. Holding them at the location is permitted — do not transport them elsewhere.
4.14
Do not interfere in or spectate robberies. If someone is conducting a heist, you cannot enter the building or loiter nearby watching. This is considered NVL.
NLR 💀 New Life Rule (NLR) Medium
NLR.1
When your character dies and respawns, you begin a new life. You forget all events leading to your death and any information gathered during that time.
NLR.2
You cannot return to the location of your death or interact with those who killed you or anyone you interacted with immediately prior to death for at least 15 minutes after respawning.
NLR.3
You cannot use information obtained before death after respawning. New life, clean slate.
NLR.4
NLR does not apply while being revived by EMS. If EMS saves you, you retain your memories.
NLR.5
During an NLR period, no seeking revenge for your death, no returning to ongoing situations, and no assisting allies in the same conflict you just died in.
FRP 🎭 Fail RP / Power Gaming / NVL Medium–Heavy
FRP.1
Fail RP — acting in a way no reasonable person would in the given situation. Examples: jumping off buildings to escape, standing in front of cars, exploiting character mechanics unrealistically.
FRP.2
Power Gaming — using game mechanics or actions to force outcomes without giving others a fair chance to respond. Using /me to force actions on others, claiming immunity, or unrealistic physical feats.
FRP.3
No Value for Life (NVL) — not valuing your character's life appropriately. If you are held at gunpoint, comply. Fighting back against 3 armed players with your fists is NVL.
FRP.4
Complying then immediately attacking when the opportunity arises is NVL if the threat is still present. Patience and realistic fear are expected.
DOWN 🏥 Downed State Rules Medium
DOWN.1
While downed, you may not use your phone, radio, or any communication tool to relay information to allies — including your location, who shot you, or the status of a scene.
DOWN.2
Audible proximity responses (moaning, groaning, shallow breathing) are permitted and encouraged for immersion. Organized communication over radio or external voice is not.
DOWN.3
You may not use hand signals, mic clicks, or any coded method to communicate your situation to nearby players while incapacitated.
DOWN.4
If you were downed during an active scenario, you are considered out of that scenario upon revival or respawn. You may not re-enter the same scene that resulted in your incapacitation.
Criminal Conduct

Rules for criminal activity — RDM, VDM, robbery, heists, green zones, scamming, and unprovoked law enforcement force.

RDM 🔫 Random Deathmatch (RDM) Heavy
RDM.1
Killing or attempting to kill another player without prior roleplay interaction and initiation constitutes RDM. You must have an established in-character reason.
RDM.2
Verbal initiation must be clear, audible, and give the other party a realistic opportunity to respond before lethal force is used.
RDM.3
Provocation via text or gestures alone without audible/visible threat does not constitute valid initiation for lethal force.
RDM.4
Mass shootings, random executions, or "spray and pray" into crowds are automatic RDM regardless of claimed justification.
VDM 🚗 Vehicle Deathmatch (VDM) Heavy
VDM.1
Using a vehicle as a weapon to injure, kill, or knock down another player without prior roleplay and valid in-character reason is prohibited.
VDM.2
Ramming police vehicles repeatedly, pit-maneuvering without cause, or using vehicles to execute players constitutes VDM.
VDM.3
The only acceptable exception is when using a vehicle is your only viable means of escape from someone actively threatening your life with a deadly weapon and you cannot go around them.
VDM.4
Ramp jumping, launching vehicles off bridges or inclines, and continuing to drive as though undamaged is also a violation. Vehicles must be roleplayed realistically.
GZ 🏥 Green Zones Medium
GZ.1
The following are designated Green Zones where initiating new conflict is prohibited:
  • All hospitals and medical facilities
  • Active server event spaces (when designated by staff)
GZ.2
Conflict that began outside a Green Zone and naturally progressed to one may continue at staff discretion — but cannot be used to deliberately lure players into Green Zone areas for an ambush.
GZ.3
Camping Green Zones to wait for targets, surveil arrivals, or intimidate players seeking medical or legal services is prohibited even without direct engagement.
ULEF 🚔 Unprovoked Law Enforcement Force Heavy
ULEF.1
Your character's roleplay cannot simply revolve around killing police. Lethal force against on-duty law enforcement must stem from an active, established conflict.
ULEF.2
Randomly targeting, ambushing, or executing officers with no prior RP buildup is treated as RDM regardless of any thin in-character justification offered after the fact.
ULEF.3
Repeated targeting of specific officers or LEO factions without strong and documented in-character reasoning will be treated as harassment at staff discretion.
SCAM 💸 Scamming Rules Light–Medium
SCAM.1
In-character scamming is permitted but must be conducted with realistic RP buildup. Instantly taking money from someone via a fake deal with zero interaction is Fail RP.
SCAM.2
Scams may not exceed $50,000 in a single transaction without proper RP build-up. Scamming players out of high-value assets — properties, businesses — is prohibited.
SCAM.3
You may not use metagaming, OOC knowledge, or external platforms to facilitate a scam. It must be conducted organically within the server.
SCAM.4
Scamming new or clearly inexperienced players with no established RP relationship is prohibited and may be treated as community disrespect.
Extended Rules

Specific scenario rules including ESA, heist resupply, realistic driving, AFK farming, advertising, and whitelisted character balance.

ESA 📜 Extreme Storyline Approval Requires Approval
ESA.1
Certain high-impact character arcs require staff approval before being pursued. Running one without approval may result in warning points and the storyline being forcibly ended.
ESA.2
The following storylines require a Discord ticket and staff sign-off:
  • Serial killer characters
  • Government corruption arcs (misuse of whitelisted role at scale)
  • Terrorism-adjacent plots (mass casualty threats, bomb narratives)
ESA.3
Approval does not guarantee protection from IC consequences including life sentences or character perma-death.
ESA.4
Approval may be revoked at any time if the storyline is handled poorly, causes undue distress, or violates any server rules.
HR 🏦 Heist Resupply Medium
HR.1
Once law enforcement has arrived and engaged at an active heist or robbery, players on the criminal side may not leave the scene to resupply and return.
HR.2
All resources committed to a heist must be on your person or staged before the operation begins. Logistics are a pre-heist responsibility.
LOOT 💼 Looting Rules Light
LOOT.1
Looting a downed player requires meaningful RP interaction. Walking up and searching a body with no context, dialogue, or scene engagement is Fail RP and Powergaming.
LOOT.2
At minimum, you must provide visible in-character justification before searching a player — verbal, a physical action via /me, or as a natural continuation of an established scenario.
LOOT.3
Mass looting of multiple downed players during a chaotic scene with no individual RP for each is also a violation. Quality over quantity.
RD 🚗 Realistic Driving Light
RD.1
Vehicles must be driven in a manner consistent with their type and terrain. Sedans and city cars may not be driven up steep mountain inclines as though they are off-road capable.
RD.2
Driving at extreme speeds through the city with no in-character reason will result in higher infractions. Applies to LEO and EMS while off-duty.
RD.3
Using ramps or jumps to launch a vehicle and continuing RP as though nothing happened is a violation. A vehicle that has taken a major impact must be roleplayed accordingly.
RD.4
Government employees (LEO, EMS, DOJ) are expected to follow road laws when not actively responding to a call. Reckless off-duty driving may result in IC disciplinary action in addition to OOC review.
AFK ⏱️ AFK Farming Medium
AFK.1
Going AFK to passively accumulate income, hold territory, farm resources, or occupy a whitelisted job slot is prohibited and treated as exploitation.
AFK.2
Players found AFK farming — including using macros, scripts, or physical workarounds — will receive warning points and potential removal of accumulated assets.
AFK.3
Players idle for more than 20 minutes without active RP may be kicked by staff to free server population slots.
GBN 🏷️ Gang & Business Naming Light
GBN.1
Gang names, criminal organization names, and business names may not be taken directly from real-world organizations. Real groups may serve as inspiration but cannot be used verbatim.
GBN.2
Prohibited: "The Yakuza," "MS-13," "The Triads," "The Sinaloa Cartel." Acceptable: fictional names clearly inspired by but distinct from their real-world counterpart.
GBN.3
Names referencing real-world political parties, governments, religions, or extremist organizations are also prohibited.
ADV 📢 Advertising Immediate Removal
ADV.1
Advertising, promoting, or recruiting for any other FiveM server or gaming community within Phase City's server, Discord, or any affiliated platform results in immediate removal.
ADV.2
This includes direct messages to community members soliciting them to join another server.
WCB ⚖️ Whitelisted Character Balance Medium
WCB.1
Players holding a whitelisted government or department role (LEO, EMS, DOJ, Fire, etc.) are expected to maintain a reasonable balance of civilian playtime alongside their department hours.
WCB.3
High-ranking members of LEO, EMS, or government departments who wish to operate a criminal character must do so on a completely separate character with no crossover of information, resources, or influence.
Gang Handbook

All whitelisted gang activity is governed by this handbook. It supplements the main server ruleset. Click each part to expand the full rules.

PART 1 📖 Philosophy — What Gang RP Is Standard
Philosophy
Gang RP is about building a living, breathing criminal organization with culture, hierarchy, history, and consequence. It is about the story — the rivalries, the politics, the internal drama, the come-up and the fall.
What It Is Not
Gang RP is not a license to shoot. It is not a competitive team deathmatch mode with extra steps. Gangs that consistently produce low-quality, shoot-first RP will have their whitelist reviewed and revoked.
The Standard
Every hostile action your gang takes must be backed by genuine in-character reasoning. Every war must be earned through escalating conflict. Every slide must have a story behind it. Staff can and will ask you to justify your actions.
PART 2 📋 Whitelist & Application Requirements
2.1 — Becoming Official
Unwhitelisted groups may exist as criminal crews but do not receive territory recognition, cannot formally declare war, and have no standing with staff as an organized faction.
2.2 — Requirements
To apply:
  • Minimum 6 confirmed founding members
  • Named leader and second-in-command on record
  • Gang name that does not reference real-world organizations
  • Written lore submission — origins, culture, territory interests, goals
  • Discord ticket through appropriate channel
2.3 — Probation
All newly whitelisted gangs enter a 14-day probationary period. Rule violations during probation carry heavier consequences and may result in immediate whitelist removal.
2.4 — Roster
Rosters must be updated within 48 hours of any membership change. An inaccurate or deliberately falsified roster is grounds for a gang strike.
2.5 — Inactivity
A gang below 6 active members for more than 14 consecutive days without staff-approved leave is considered inactive and subject to whitelist removal.
PART 3 👥 Membership Tiers Structure
3.1 — Hangarounds / Prospects
Not formally patched in. Restrictions:
  • Do not count toward official gang capacity
  • May not participate in formal beefs, declared wars, or defensive castle
  • Cannot hold a leadership role or speak officially for the gang
  • Hangaround period: 7 days minimum
  • Must have at least 48 hours IC playtime to qualify
3.2 — Full Members
Formally patched in. Must have been on the server for minimum 48 hours and completed the 7-day hangaround period. Bleeding out a member puts them on a 7-day cooldown before joining another gang as a hangaround.
3.3 — Leadership Responsibility
Gang leaders are accountable for the conduct of their members. Repeated issues from the same gang without internal accountability will result in leadership receiving strikes alongside offending members.
PART 4–5 🏙️ Territory & Colors Territory
4.1 — What Territory Means
Territory is a narrative anchor — your home, your block, your operation. It is not a mechanical kill zone. The rules around territory exist to protect that story, not to give you license to gun down anyone who walks past.
4.2 — Claiming
Territory must be approved by staff at the time of your gang's whitelist application. You may not unilaterally expand your claimed territory without submitting an updated request and receiving approval.
4.3 — Castle Defense
Defensive gang may field up to 6 members with no additional spotters. Castle defense does not mean open season on everyone in your territory — civilians and couriers are not targets.
4.4 — Territory Disputes
Disputes must be resolved through RP escalation, not a single shootout. Let it build — use it as a story.
5.1–5.4 — Colors
Full members must wear identifiable gang colors during gang-representative activities. Impersonating another gang is prohibited. When a gang member initiates on a rival, all members of both gangs are considered mutually initiated.
PART 6–7 ⚔️ Beef & War Conflict
6.1–6.3 — Valid Beef
Valid beef triggers:
  • Repeated robbery of members
  • Disrespect of leadership
  • Defacing tags
  • Moving into claimed territory
  • Breaking deals
Invalid: single minor interaction, OOC dislike, wanting territory for mechanical reasons with no RP buildup.
6.4 — Slide Timer
Once a hostile scene has concluded — 5 minutes of no active shooting — a 30-minute cooldown begins before any follow-up slide on the same parties.
6.5 — New Member Lockout
Any player who joins a gang has a 7-day lockout before they may participate in active beefs or defensive castle.
6.6 — Events
No conflict at community events. Deliberately attending an event to ambush a rival gang is prohibited and earns a gang strike.
7.2 — War Declaration
Formal war requires:
  • Documented history of in-character conflict
  • At least 3 distinct hostile incidents over 7 days
  • Both gang leaders must acknowledge the declaration
7.3–7.5 — War Terms
Maximum 14 days per war. All participants must wear identifiable colors at all times during conflict. Following resolution: 14-day ceasefire. Standard beef may resume after 7 days.
PART 10 Gang Strikes & Discipline Strike System
Strike 1
Formal documented warning issued to leadership.
Strike 2
Suspension of war rights for 14 days. Leadership meeting with staff required.
Strike 3
Gang whitelist removal. Members revert to unwhitelisted criminal crew status. May re-apply after 30 days.
10.2 — What Earns a Strike
  • Multiple rule violations in a short period
  • Consistent slides with no RP justification
  • Violating war terms or declaring war without proper escalation
  • Roster fraud — deliberately inaccurate member lists
  • Leadership failing to act after being informed of a problem member
  • OOC toxicity between gang leadership and other gangs or staff
  • Using hangarounds, burner characters, or alts to pad numbers
PART 11 🌐 OOC Standards for Gang Members OOC Conduct
11.1 — Represent Your Set
You are a representative of your gang in every interaction — IC and OOC. Toxic behavior in Discord, spiteful tickets, and trash-talking in OOC channels all reflect on your crew.
11.2 — Beef Stays IC
Conflict between gangs is in-character. It ends when you close the game. Any OOC extension of IC gang beef results in an automatic gang strike and personal warning points.
11.3 — Accept the L
Losing a fight, territory, or war — these are story moments. Staff will dismiss reports that are transparently post-loss rage and the reporter will receive warning points.
11.4 — Staff Relations
Gang leadership is expected to have a professional and cooperative relationship with staff. Raise disputes through proper channels, respectfully, after the scene.
